Chang'an, 753. The metropolitan region has flooded, the harvest has failed, and the chancellor has shown the emperor good ears of grain and explained that the rain did no harm. Chang Nine needs a very large sum by a fixed date, because an aunt has named a figure and a magistrate's daughter is at the other end of it. So he takes work he would normally refuse: a Vice-Director of the Bureau of Public Revenue wants a true count of the Hedong salt output and has run out of assistants. The last one has been missing since the sixth month. Nine is not hired to investigate a murder. He is hired to finish the dead man's work.
