Chang'an, 752. Chang Nine is a licensed thief-catcher — a not-good man, which is the actual job title — living six flights above the West Market's drum in a room he pays for in unpaid nights. A woman comes out of the canal and the county wants her signed off as a drowning before the closing gong. She is the market's licensed cloth-measurer, she went into the water already dead, and her official rule is missing. The next morning a silk factor climbs six flights to hire him to find forty bales of cloth he calls nobody's. The trail runs through a warehouse, a monastery's weaving shed and a clerk's nephew, to a gate in the other county where his license is waste paper.
