Paris, 1960. France has just cut two noughts off its currency, fourteen African colonies are becoming countries inside a single year, and every arrangement worth making is being made in the fitting rooms of four couture houses. Aurelia Fanshawe arrives as a Second Secretary nobody asked for and is told that somebody inside her own embassy is selling delegation timetables to a dining club with no premises. She spends the year hunting the leak through nineteen fittings, one shooting party and a room with two chairs and a window that does not open. What she cannot decide, by the end of it, is whether the thing she does for a government is different in kind from the thing a clerk in the sixteenth does for a fee.
