Prague, 1968. An international congress is to be held in September, and a London firm holds the secretariat contract: the badges, the interpreters, the transport, the catering, the press facilities and the list of four hundred delegates. Aurelia Fanshawe is forty, is rich for the first time in her life and cannot spend it, and spends eight months helping build that list. In August the congress does not happen. What survives it is four hundred names with affiliations, travel dates and hotel allocations, entirely lawful to own and to sell, and worth more than the congress was. She cannot stop the sale. She can only make the list wrong, and the form to do it with is the secretariat's own.
