Jakarta, September 1985. A body comes up at a floodgate with no wound on it, and Captain Sudibyo opens a homicide file because nobody else will. In the dead man's shirt pocket is a photocopy of a village land deed executed by thumbprint in December 1965. The city is repainting itself for a state visit in ten days, the file is taken off him by a polite memorandum, and he continues under an inquiry into the disposal of an unclaimed motorcycle. What he assembles is a register, a manifest, a tax counterfoil and a page of purple roneo, and the question the novel puts is whether a man can go on being a good policeman once he understands what the paperwork is a record of.
